The State of the Israeli Economy

 

Speaker: Dr. Joseph (Yossi) Bachar

 

Dr. Joseph Bachar retired from the Ministry of Finance in April 2007.

 

Dr. Bachar was appointed Director General of the Finance Ministry in November 2003. In January 2007, after announcing his departure from the Ministry, he was asked to accept a temporary position as Director General of the Israeli Tax Authority, for a period of three months, following a major crisis in that organization.

 

As Director General at the Ministry of Finance, Dr. Bachar led most of the major economic affairs of the Israeli Government. Among other things, he was in charge of advancing structural reforms and privatization processes, the most important of which is a comprehensive reform in the Israeli capital market. Dr. Bachar also led the international affairs of the Finance Ministry, in particular - the economic dialogue with the American Administration. He was also in charge of all the ongoing economic discussions with the Palestinians.

 

Prior to joining the Government, Dr. Bachar served as Managing Partner of Arthur Andersen in Israel for more than eight years. In that capacity, he headed numerous consulting projects with many of the leading business enterprises in Israel and was also involved in various consulting projects with the Israeli Government. In 2002, following the dissolution of Arthur Andersen Worldwide, Dr. Bachar led the process of repositioning the Andersen practice in Israel and later – its merger with Ernst & Young.


From 1991 to 2003, Dr. Bachar served as a faculty member at the Business School of Tel-Aviv University. From 1986 to 1991, Dr. Bachar was a faculty member of the Graduate School of Business at Columbia University.

 

Dr. Joseph Bachar holds a B.A. in Economics and Accounting from the Hebrew University in Jerusalem. He also holds an Israeli CPA license. Dr. Bachar received his MBA and Ph.D. in Finance from the University of California (Berkeley).
